removing a large bug in report mig mult affecting report_mig_interannual
pb with effectif PONCTUEL misspelled PONCUTEL
This one was very well hidden and I had to puzzle out why I was forced
to re-run bilan_migration_interannuel each time.

Added test to report_interannual

Changed some spelling

re-running data

as causes failure not in test but tescoverage.....
